Many EPR systems are based on competition between PROs. In these countries one of the most important issues is to guarantee fair competition. Will the requirements help to reach this need as one of the elements helping to fulfill new Packaging Directive objectives?

To increase the economic incentive for obliged industry to design their packaging in a way that it can be easily collected, sorted and recycled the legislator has decided that the EPR fees have to be modulated in such a way that they reflect certain conditions, inter alia the recyclability.
