Since 1988, Ernest has worked for USDA’s Foreign Agricultural Service (FAS) as a market analyst and project manager covering a wide range of agricultural products at agency headquarters in Washington, D.C. and as the U.S. Agricultural Attaché to Germany. He has focused exclusively on biofuel markets since 2008. Ernest manages the Agency’s global biofuel and biofuel feedstock reporting network, covering the European Union and 14 other countries, the only public reporting service of its kind. He also develops 10-year supply-demand outlooks for biofuels in key markets to support USDA’s Agricultural Long-term Projections and provides impact assessments on events impacting US biofuel trade.
Prior to FAS, Ernest worked as a project manager and agricultural economist for development consulting firms on projects in Africa, Asia, and the Middle East (1984-88). Before graduate school, he worked as a UN volunteer in Bangkok, Thailand (1980-81). Mr. Carter has an MS degree in Agricultural Economics from the University of Wisconsin-Madison (1984), and a BA degree in International Relations from Pomona College (1980).
