Global Policy Analysis Division/Biofuels Foreign Agricultural Service at US Department of Agriculture (USDA)
Ernest Carter has worked for USDA’s Foreign Agricultural Service (FAS) since 1989. During this time, he completed a tour as the U.S. Agricultural Attaché to Germany, and held various trade and market analysis and project management positions at agency headquarters in Washington, D.C. Since 2008, Ernest has tracked the emergence of biofuel markets, and assessed biofuel policy and trade issues relevant to U.S. interests. He oversees the agency’s biofuel’s reporting network covering the European Union and 14 other countries.
Prior to his career with FAS, Mr. Carter worked as a project manager and agricultural economist for development consulting firms on projects in Africa, Asia, and the Middle East (1984-88). Before graduate school, he worked as a UN volunteer in Bangkok, Thailand (1980). Mr. Carter received a Master’s degree in Agricultural Economics from the University of Wisconsin-Madison (1984), and a Bachelor’s degree in International Relations from Pomona College (1980).
